伴随区域经济一体化的迅猛发展,倡导和实现地方政府间的"合作共赢"话语表述强调加强区域地方政府间的关联性和彼此依赖性。打破地方政府间的合作壁垒,实现互惠合作、优势互补、资源共享已逐渐在公共服务提供者、接受者,以及理论研究者中获得共识。地方政府间的积极合作是变化社会中的必然趋势。然而基于地方政府的合作意识缺失、法律制度供给不足、合作绩效难以考评,以及监督的缺位等因素,使地方政府间的合作落实步履维艰。

With the robust development of regional economic integration,the remarks that 'it is necessary to advocate and realize 'win-win cooperation' among local governments' emphasizes the relevance and mutual dependence among the local governments.Breaking the cooperation barrier among local governments,realizing mutual beneficial cooperation,having complementary advantages and sharing resources have gradually been consented by the providers and receivers of public service as well as theory researchers.It is an inevitable trend of the changing society to actively cooperate among local governments.However,cooperation among the local governments is still hard to proceed on account of many problems,such as the lack of cooperation among local governments,the short supply of legal system,hard evaluation of the performance of cooperation,and the lack of supervision.
