摘要
在阐述铁路"一口价"运输实践的基础上,从实行项目制管理、分析项目实施情况、建立路企信息互通机制、及时受理需求、落实运力保障等方面,探索实施铁路"一口价"运输的管理;从建立"一口价"项目字典、实现运输统计分析功能、掌握项目现场作业进度、自动收集各项目的生产信息等方面,整合既有信息系统。通过分析铁路"一口价"价格决策机制和运输组织管理中存在的问题,提出改进铁路"一口价"运输管理的建议。
Based on expounding the practice of railway'fixed price'transportation, this paper discusses the management of railway'fixed price'transportation from aspects of implementing the project management, analyzing implementation status of the project, establishing the information interoperability mechanism between railway and enterprise, handling demand in time and fulfilling the transport capacity guarantee; and integrates existing information system from aspects of establishing concept of'fixed price'project, realizing the functions of transport statistics and analysis, grasping on-site operation process of the project and automatically collecting production information of each project. Through analyzing the problems existing in price decision mechanism of railway'fixed price'and transport organization management, the paper also puts forward suggestions on improving management of'fixed price'transportation.
