当前中国调节收入分配差距的公共政策:存在的问题与完善路径——基于公共性的分析视角

调节收入差距、实现分配公平关乎一个国家稳定和谐的大局。公共政策作为调节国民收入分配的重要手段,对调整社会各阶层的利益关系发挥着重要作用,公共性是其价值追求与本质属性。我国当前的收入分配政策存在公平价值缺失、政策的不当倾斜和偏好以及政策体系不完善等问题。构建以公平为导向的收入分配政策体系,规范收入分配秩序,对调节我国的收入分配差距和促进社会公平具有十分重要的现实意义。

Adjusting the income gap and achieving fair distribution are related to national harmony and stability. As an important means of regulating the distribution of national income, public policy whose value pursuit and essential attribute is the public character plays an important role in adjusting the interests＇ relations of all social strata. The problems of income distribution policy of china are the absence of fair value, inappropriate inclination and preference of policies, as well as imperfect policy system etc. Therefore, constructing the policy system of equity-oriented income distribution and standardizing the order of income distribution have a very important practical signifi cance in adjusting income distribution gap and promoting social fairness in China.
