应合理划分省市县三级动物卫生监管机构事权

Rational Division of Responsibilities of Animal Health Supervision Organizations at Province,Prefecture and County Levels

为建立行为规范、运转协调、公正透明、廉洁高效的动物卫生监督执法体制,提高工作效率,降低行政成本,阐述了省(自治区、直辖市)、市(州)、县(市、区)三级动物卫生监督机构的事权划分:省级部门应主要行使宏观管理、监督指导以及技术性强、安全性要求高、操作难度大、运用频次较少的事权;市州级部门应行使组织协调、检查指导的事权;县区级部门应行使日常检疫、监督执法等事权。

To establish standard,coordinated,impartial,transparent,clear and efficient systems of animal health supervision and law enforcement for improving work efficiency and reducing administration cost,the responsibilities of animal health supervision organizations respectively for province,prefecture and county levels were described in this paper. The provincial animal health supervision organizations should mainly perform macro-management,supervision and guidance and the more difficult and infrequently used responsibilities involved in higher technology;the prefectural animal health supervision organizations should perform organization and coordination,inspection and guidance;and the county level animal health supervision organizations should perform routine inspection and quarantine,supervision and law enforcement.
