湖南省柑橘产业发展战略之管见

Opinion of Citrus Industry Development Strategy in Hunan

回顾了1978年以来湖南柑橘产业的发展历程,分析了该产业的现状以及展望了其发展态势。认为湖南柑橘产业居于全国领先的地位逐步稳定,但产业发展面临政策滞后于产业发展需求,长效发展机制不完善,生产技术层面仍然有基础设施落后、管理粗放、产品质量差、上市时间集中、市场潜在风险大,龙头企业发展缓慢、农业合作组织尚待完善,产品市场的物流疏导不够,产品分级、冷藏、包装、精深加工的份额过少等问题。提出了柑橘产业大县出台产业保护政策,从补贴、基金、保险和多渠道投资建立柑橘产业长效发展机制,加大标准园建设、品改、基础设施投入、技术服务、人才培养,发展精深加工等建议。

The development of citrus industry in Hunan Province since 1978 is reviewed, the industry＇s present situation is analyzed, and its development trend is prospected in this study. The leading position of Hunan citrus industry in China gradually becomes stable, but there are many problems in the industry such as the industry policy lagging industry development needs, long-term development mechanism being not perfect, poor infrastructure, extensive management, poor product quality, short peak marketing season for citrus products resulting in the market potential risk heavily, the slow development of leading enterprises, agricultural cooperation organization to be improved, the poor citrus product logistics channel, the insufficient products＇ classification, cold storage, packaging and deep processing, and so on. So the suggestions are put forword such as the citrus industry protection policy in main citrus counties should be formulated, and long-term development mechanism should be established for the citrus industry from the subsidy, investment funds, insurance and other multi-channel investments to promote standard citrus garden construction, variety improvement, infrastructure investment, technical service personnel training, deep processing development and so on.
