摘要
电力体制改革方案核心是打破"两个垄断"即电力行业垄断和区域垄断,要求实行"厂网分开、竞价上网、输配分开、竞争供电"建立一个更有效率、更为公正的以竞争、开放的区域电力市场为主的全国统一、开放、多主体、多区域、多层次、规范化的有序竞争的社会主义电力市场体系。2014年,电力体制改革再次进入改革日程,改革方向目前已初步明确。
The key of power system reformation was to break the ＂two monopoly ＂, which was the power industry monopoly and regional monopoly. It was required to implement ＂ plant and grid separation, bidding, transmission and distribution separation, competition power supply＂ and construct a uniform, opening, multi-region, hierarchy and normalized socialism electric market system, which is more efficient and justice.
