提升云南边疆民族地区政府社会治理能力

The Promotion of Social Governance Capabilities of the Governments in Yunnan Frontier Minority Areas

社会治理能力是现代民族国家中政府能力的核心要素。云南边疆民族地区政府社会治理能力建设具有特殊性,具体表现在治理环境复杂性、治理主体民族性、治理任务艰巨性。与此同时,面临着社会治理物质基础薄弱、制度供给和执行力不足、治理理念转换迟缓、治理手段单一、基础社会治理乏力等问题。因此,必须从维护边疆发展稳定、建设富裕民主和谐文明的云南的现实出发,认识云南边疆社会治理的特殊性和复杂性,探寻制约云南边疆政府社会治理能力提升中的瓶颈和障碍,从而有针对性地提出实现民族地区社会治理现代化和政府社会治理能力提升的可行性路径,促进云南边疆发展与和谐稳定。

Social governance capability is a core factor of government capabilities for modem nation - states. There is particu- larity in the government social governance capacity construction in Yunnan frontier minority areas, which are manifested in com- plexity of the governance environments, nationality of the governance body and difficulty of management task. At the same time, the social governance here is confronted with many problems. Namely, weak material basis, insufficient system supply and exe- cution, slow transformation of management concepts, single governance means and lack of basic social governance ability. There- fore, to maintain the development and stabihty at the border and to build a rich, democratic, harmonious and civilized Yunnan, we should realize the particularity and complexity in the social govemance of the border areas and try to explore the bottlenecks and obstacles in the ascension of its social governance capacity. Finally, the paper puts forward several feasible countermeasures on the realization of modernization of the social governance and on the improvement of the social governance capacity of the minority governments.
