基于项目公益性视角的农村土地整治融资模式创新

Innovation of Financing Mode of the Rural Land Reclamation——Based on the Public Welfare Project Type

本文运用综合分析法从项目公益性视角,创新性地构建了农村土地整治多元化融资体系,明确指出不同区域不同类型的农村土地整治项目应采取不同的土地整治融资模式:纯公益性土地整治项目融资模式以财政性融资为主,非公益性土地整治项目融资模式以市场性融资为主,半公益性土地整治项目结合区域经济发展状况综合选择一种或多种融资模式,希望借此研究为国家或地方政府破解农村土地整治融资困难、融资力度较小的瓶颈提供政策参考。

The purpose of this paper is to bring forth new ideas in the financing mode of rural land consolidation and improvement.By using the comprehensive analysis method,this paper advanced a new theory. The financing mode of rural land reclamation could be classified to the financing mode of the government,the financing mode of the policy and the financing mode of the market according to the difference from the source of funds and the investor. And the project of rural land reclamation could be classified as public project,non-public project and semi-public project according to the difference from the project profitability and the confines of the beneficial group. Finally this paper gave its research conclusion. Different type of rural land reclamation project in different area should take different financing mode. The financing mode of public project should rely mainly on the government. The financing mode of non-public project should rely mainly on the market. And the financing mode of semi-public project should choose one or more financing mode in accordance with the regional economic development.
