培育经营主体 推进农业现代化发展——以龙岩市为例

Fostering the subject of management and promoting the development of agricultural modernization——A case study of Longyan

中共十八大提出,促进工业化、信息化、城镇化、农业现代化同步发展。推进农业现代化,必须要有适应现代农业发展需要的经营主体来支撑。培育经营主体,在路径上,必须转移就业一批,选择培育一批,多渠道培育新型职业农民,发展壮大龙头企业和农民专业合作组织,多类型发展农业服务组织。政策上,必须促进土地合理流转,发展农业适度规模经营;明确培育发展方向,实现经营主体涵盖农业各领域;畅通技术流动渠道,扶持经营主体自我发展;创新体制机制,营造经营主体发展的良好环境;完善政府公共服务,奠定经营主体培育的基石。

The 18th National Congress of the the synchronous development of industrialization, Communist Party of China （CPC） put forward informatization, urbanization and agricultural modernization. The promotion of agricuhural modernization needs the support of management subjects which satisfy the needs of the development of modern agriculture. To foster the subjects of management, we must cultivate new type of professional farmers through various channels, develop leading enterprises and farmers＇ professional cooperative organizations, and promote multi- type development of agricultural service organizations. On the policy, we must encourage the rational flow of land, definitude the development direction, clear technical flow channels, innovate the mechanism, and perfect the public service.
