The Research on the Recognition of Old-age Insurance Policies in Rural Areas

农村养老保险政策认同是指农民在心理上对社会养老保险政策逐步认可和接受的趋同过程。农村养老保险政策认同对推进农村养老保险发展具有重要作用和意义。当前制约农村养老保险政策认同的因素有:决策民主化低、政策保障水平低、政策执行质量不高、农民认知有局限、基层干部公信力不高。为此,必须构建农民利益表达机制,提高养老待遇预期水平,提升政策执行质量,提高农民认知水平,提高基层政府公信力。

Recognition of the policy of rural old-age insurance refers to the convergence process that the farmers recognize and accept the policy gradually in psychology. The policy recognition of rural old-age insurance plays an important role in promoting the development of rural old-age insurance. Now, restrictions in this field are low decision-making democratization, low level of policy guarantee, poor quality of policy implementation, cognitive limitation of farmers, and low credibility of grassroots cadres. Therefore, we must establish a mechanism for the expression of interests by farmers, raise the level of pension, improve the quality of policy implementation, promote cognitive level of farmers, and enhance the government credibility.
