On the Five Principles of Macro Resource Exploitation and Utilization in the Development of Chinese Society

大资源是相对于小资源的、具有强大社会支撑功能的资源体系。合理开发、优化配置大资源是实现其支撑功能的保证。合理开发和优化配置大资源应遵循五大原则：一、社会性资源优先开发原则；二、以战略资源为核心的开发原则；三、自然资源的永续利用原则；四、社会性资源不断创新原则；五、资源配置的三大效益相统一的原则。

： The macro resource， compared with micro resource， is a system with powerful integral function． The reasonable exploitation and utilization， optimum allocation of macro resource is the basic guarantee for the fulfillment of the supporting function of the macro resource． In order to achieve it， five principles should be followed． The first principle is to have priority to exploit social resources． The second principle is to have strategic resources as the core． The third principle is to utilize natural resources permanently． The fourth principle is to create social resources continuously． The fifth principle is to unite the economic benefit， ecological benefit and social benefit in resources allocation．
