摘要
东北等老工业基地振兴战略实施以来,辽宁省公路发展成就显著。本文回顾了辽宁省高速公路"四统一"建管体制和"一事一议"村道发展政策;从"十三五"时期及2030年远景发展的角度,归纳梳理了现阶段辽宁省公路发展中存在的突出问题;从政策规划、融资渠道、投资重点、体制机制等方面提出可行性建议,为全省公路可持续发展提供新的思路。
With the national implementation of the revitalization of old industrial bases in the northeast of China, Liaoning＇s road net steps into a rapid development period. This paper reviews the ＂Four in One＂ system in Liaoning express way and the policy of ＂One Case One Meeting＂ about village road development. From the angle of midlong period development in the ＂13th Five Year＂ and 2030, Some problems still existed in road development. New thoughts and views will be put forward based on analysis on key problems needed to be resolved in planning policy, financing channels, investment focus and system mechanism, which can provide new ideas to sustainable development of Liaoning road.
