摘要 近年来,随着铁路建设的飞速发展,防护栅栏技术标准不断提高、投资规模不断扩大。为减少资金投入,促进我国铁路可持续发展,从安全及法律的角度,对防护栅栏的设置目的、设置原则进行了规范性与灵活性的技术经济思考,并运用灰靶决策理论,构建铁路建设项目防护栅栏设置决策系统。结合某穿越戈壁滩铁路项目,通过对决策模型结果的分析,提出集聚区段按规范设置、少人区段酌情设置、无人区段不设置防护栅栏的新思路。 With the rapid development of railway construction in recent years, the technical standard for protective fence becomes more rigorous and its investment continues to expand. In order to reduce capital investment and promote sustainable development of railway, this paper focuses on the setting purpose and principle from the safety and legal point of view with respect to technical and economic norms and flexibility to establish a decision-making system for setting railway construction project protection fence based on the grey target decision theory. With reference to a cross Gobi railway project, a new concept of setting protective fence is proposed after the analysis of the decision-making model that fence is set as per specification in densely populated sections, fence is set accordingly in less populated sections population, and no fence is set in uninhabited sections.
