我国大型工程项目前期政府行政审批存在审批事项繁多复杂、易滋生腐败及专业能力薄弱等问题,应以依法行政为原则,引入企业、群众、第三方等主体共同参与审批方式,创新提出基于政府、企业、群众、第三方的大型工程项目前期四轨审批制度,并分别实现"简政放权""主导配合""知情参与"及"专业协调"等制度设计目标。

Nowadays, there are a lot of problems in Chinese pre-administrative approval of large scale projects, such as complex procedures, easy to corrupt, weak approval abilities. A new approval method which public, company, people and third-party are participated in terms of administration by law are proposed. A four-track pre-approval system of large-scale projects is creatively established so as to achieve decentralization, dominant ＆ cooperation, informed ＆ participation, professional ＆ coordination.
