Study on Construction of Innovation-driven Industrial Development System

基于对国内外经济转型和产业升级相关理论及基本态势的梳理总结,就打造经济升级版,构建创新驱动的产业发展体系及其相应路径进行了探讨。提出以城市特别是沿海地区的中心城市为依托,实施扇轴发展战略,通过完善城市功能,培育产业创新体系,建设各类创新载体,推进政府职能转变,建立创新驱动的产业发展体系。

Based on the review of the related theory of economic restructuring and industrial upgrading at home and abroad,with the analysis of the basic situation,the paper makes discussions on the construction of the innovation-driven industrial development systems and the corresponding paths to build the economic upgrades.It puts forward some related suggestions：rely on cities,especially the central cities of coastal areas,implement the fan-shaft development strategy,perfect the city function,cultivate the industrial innovation system,build different kinds of innovative platforms,promote the transformation of government functions and construct the innovation-driven industrial development system.
