On the Chinese Characteristics of Xi Jinping's View on Overall National Security

习近平总体国家安全观,正确运用唯物辩证法科学方法论和底线思维,积极防控安全风险发生和扩大。继承、发展毛泽东奠基,邓小平创立,江泽民、胡锦涛加以充实、完善的中国特色国家安全观的成果,将其推进到新阶段。以古鉴今,批判地继承中华民族优秀传统文化中治国安邦的智慧,用之于治国理政维护国家安全实践中。超越了冷战结束以来,美国安全观在安全思维模式、安全目标、维护安全的手段诸方面的利己、排他的局限性,提出了与美国截然不同的安全观。

Xi Jinping＇s view on overall national security correctly adopts the scientific methodology of dialectics and the thinking of bottom line,and advocates the active prevention and control of the happening and expansion of risks in the field of national security. It is therefore the fruit,in terms of inheritance and development,of the concept of national security with Chinese characteristics that was initiated by Mao Zedong,founded by Deng Xiaoping and enriched and improved by Jiang Zemin and Hu Jintao; in a sense,it is upgraded to a new stage,because it inherited in a critical way the wisdom of state governance in the fine traditional culture of the Chinese nation,and is applied to the practice of state control and safeguard. More importantly,it goes far beyond the self-regarding and exclusive limitations of the American concept of national security in respects like thinking mode of security,target of security,and means of safeguarding security,and puts forward a concept of security which is far different from the American one.
