Analysis on Sharing Proportion of Investment in Higher Education in China

摘要 从高等教育增加人力资本生产能力的视角,按照获取收益比例来分担投入的市场经济机理,构建了我国高等教育投入的分担模型。通过收集大量数据(1991-2008年)可以计算出我国高等教育投入的狭义分担比率、广义分担比率和政府应该承担理论分担比率。比较发现我国高等教育投入中,狭义比率、广义比率迅速下降,理论分担比率低于狭义比率,但远远高于广义比率。通过运用趋势分析法预测了我国高等教育人均经费和机会成本,估算了高等教育投入的合理分担比率,为实现我国高等教育持续发展提出了建议。 From the perspective that higher education raises human capital productivity, input sharing model of higher education in China has been constructed on the basis of market mechanism that input sharing proportion be e- qual to the proportion of earnings. With a large number of data collected over 1991-2008 ,the narrow-sense sharing proportion, generalized sharing proportion and the theoretical sharing proportion of higher education investment in China have been calculated. Comparison has show that narrow sense sharing proportion and generalized sharing pro- portion go down swiftly, and theoretical proportion is slightly lower than narrow sense sharing proportion but is much higher than generalized s computed the reasonable haring proportion. Through forecasting per student expenditure and opportunity costs, it has sharing ize the sustainable development proportion of higher education investment and put forward some suggestions to real- of China higher education.
