行业划转院校的改革与发展面临社会资本稀缺的困境,表现为宏观制度改革导致行业关系网络疏离,管理权限转移使多元主体参与缺少有效整合机制,投资主体的易位使来自行业的支撑弱化、支持减少。基于省部企共建制度对行业划转院校的改革与发展进行制度设计与创新,有利于实现学校内部教育资源的集成利用、加强学校外部行业资本的拓展转化、促进学校内外部资源的互动融合,是解决当前行业划转院校的资源困境与发展瓶颈的重要实践模式。
