摘要
近年来我国各类突发事件频繁发生,尤其暴恐案件的发生给国家安全、社会稳定和人民生活带来了很大的威胁。自2008年拉萨发生打砸抢烧事件以来,类似恐怖事件时有发生。现代中国为什么频繁发生暴恐事件、暴恐事件被害人有哪些、恐怖分子与被害人有什么特点、被害人的权利应该如何保障、又该如何有效地进行被害预防工作是有待于解决的重要问题。
In recent years, all kinds of unexpected events have frequently occurred in China, among which the violent terrorist crimes are threatening national security, social stability and people＇s life the most. Since the disaster happened in Lhasa in 2008, a series of similar terrorist attacks have occurred. The paper analyzes the reasons attributing to terrorist crimes, the victims, relationship between the terrorists and the victims,measures to protect people from being victimized.
