基本药物制度实施过程中政府责任研究——以广东省为例

Research on government responsibility in implementation process of national essential medicine system —— A Case Study in Guangdong Province

结合定性访谈和定量调查的方法,对广东省基本药物制度实施效果、存在问题及原因进行分析,并从调整完善财政投入机制、确保基层医疗卫生机构基本药物可获得、建立健全基本药物制度法律保障体系、保障基本医疗服务的提供等方面提出政策建议,明确政府责任。

This paper analyzes the implementation effects, problems and cause of essential medicine system in Guangdong which combines with qualitative interviews and survey methods. It proposes that financial input mechanism should be adjusted and improved to ensure availability of essential medicines. Establishes and improves law protection system of essential medicines, puts forward the policy of basic medical services supplying and clears-out government responsibility.
