摘要
"地广"与"人稀"是西藏自治区的基本区情之一。前者要求高校专业设置要多样化,后者则决定了西藏高校规模不能过大,专业设置不宜过多。这一矛盾的解决,不能囿于西藏区属高校范围,而要有全国视野,做好区内外高校的分工与协调:区属高校不必求全求大,要有所为有所不为,集中资源和精力建设一批西藏地区需求量大、特色鲜明的高水平本科专业,同时增加在内地招生的比例,探索区内、区外生源混合编班的办学模式;其他本科专业人才的培养应该通过部属院校及内地高校增加在西藏招生名额来实现;此外,要进一步建立和完善区内外高校之间的合作办学机制。
The Tibet Autonomous Region is a vast and sparsely populated area. Its vastness requires diverse specialties at Tibetan local universities and its sparse population limits the scale of universities and the number of specialties. In order to solve this problem,work division and cooperation of universities both within and outside Tibet are needed. The local universities in Tibet should not pursue a large scale; instead,they should concentrate resources and energy to build a number of high-leveled undergraduate programs which are in great demand and with distinct characteristics in Tibet. At the same time,they should increase the enrollment number from the hinterland and set up mixed classes of students both from the hinterland and from Tibet. They can rely on hinterland universities to train talents of other undergraduate specialties by increasing enrollment number of Tibetan students. Besides,cooperative school running mechanism between Tibetan local universities and universities in the hinterland should be further optimized.
