摘要
党中央对事业单位人事制度改革提出了以岗位管理代替身份管理的明确要求。新时期如何做好事业单位岗位设置管理和建立健全相关配套政策工作,不断保障事业单位履行职能和发挥事业单位优越性,是摆在各级组织人事部门的一项重要课题。结合事业单位岗位设置管理的相关理论,以农业部事业单位岗位设置为研究对象,就岗位设置开展的基本情况、存在问题和原因进行了综合分析,提出了完善事业单位岗位设置管理的建议。
The personnel system reform by CPC Central Committee made a clear request to take post management instead of identity manage- ment. In the new era, how to manage the institutions' post set up and how to establish a sound related policies work, in order to keep the in- stitutions well perform their functions and fully exert their advantages, become an important issue faced by personnel departments at all levels. In this paper, the basic conditions, problems and reasons were analyzed by taking an example of the post setting of an institution, combining the theory of public institutions' post setting management. Both countermeasures and suggestions on improvement institutions' post setting management were proposed as follow.
