Predicament of“Boundaries”:Reflection on the Future Development of National High-tech Zones

经过20多年的发展,国家高新区建设取得重大成就,成为国家发展高新技术产业的重要载体,为调整经济结构、转变经济发展方式做出了巨大贡献。然而,高新区目前面临着"物理边界"日趋模糊、"政策边界"日益消解、"主体边界"尚不明确等一系列"边界"之困。因而,如何走出"边界"困境,体现自身存在的独立性与"合法性",已经成为国家级高新区发展亟需解决的重大问题。

Through the 20 years of development, the national high-tech zones has made significant achieve- ments, became the important carrier of national high-tech industry, and made tremendous contributions to the ad- justment of economic structure and the change of economic mode. However, the high-tech zones are facing some Predicament of ＂Boundaries＂, such as ＂physical boundaries＂ becoming ambiguous gradually, ＂policy boundary＂ dis- appeared, and the administrative subject boundary is still unclear. Therefore, how to walk out of predicament of ＂ boundary＂, confirmed their own independence and ＂legitimacy＂, become the important task for the future develop- ment of the national high-tech zones.
