摘要
中国高新技术产业已经取得了巨大进步,但仍然处于价值链低端,如何增加附加值提升在全球价值链的地位成为当前迫切需要解决的问题。基于动态网络DEA方法,本文计算了中国高新技术产业创新效率,结果发现,基于产值的中国高新技术产业创新效率不断提升,而基于专利申请的中国高新技术产业创新效率较低,与前者有很大差距,其主要原因是中国的高新技术产业融入国际垂直分工,进口中间产品在中国加工组装以后再出口,核心技术掌握程度较低,这就需要中国进一步鼓励自主创新、完善科技创新体制和加大知识产权保护力度。
The high-tech industry of China has made great progress, but still in the low end of the value chain, and how to enhance the status of the global value chain has become an urgent problem. Based on the method of dy- namic network DEA, the paper calculated the innovation efficiency of Chinese high-tech industry. It found that the innovative efficiency of high-tech industrial based on output value has rising, while the innovative efficiency based on the patent applications was lower ,and the innovative efficiency between the output and patent applications has a big gap. The main reason is that China's high-tech industry integration into the international vertical division, im- ports the intermediate goods for re-export after processing and assembly. This requires further strengthen the in- dependent innovation.
