俄罗斯高校技术转移的实践与启示

The Practice and Enlightenment of Technology Transfer in Russian Universities

传统上学界主要关注美英等国大学技术转移情况,很少观察同样处于快速发展阶段国家高校状况。以俄罗斯高校为对象,从历史背景、法律沿革、技术转移机构现状以及技术转移特点等方面对其技术转移工作进行了详细阐述。可以发现,俄罗斯与我国面临着一些共同问题,根据国情调整了技术转移法律政策与技术转移机构,在技术转移模式上表现出与美英不同特点。

Though most attention has been paid to technology transfer in universities of developed countries, there is little knowledge about that in developing countries. It offers a systematic introduction of Russian university technology transfer（RUTT）, including historical background, changes in related laws, status of technology transfer office（TTO） and characteristics of RUTT. It can he found that Russia is facing some problems which exists in Chi na, Russia adjusted technology transfer policies and TTO according to national conditions. Also RUTT has different characteristics with its counterpart in the US and UK.
