摘要
我国经济发展需要稳定持续的矿产资源供给。目前我国矿产资源勘查市场形势不容乐观,找矿突破战略行动第二阶段乃至第三阶段目标实现面临新的挑战。本文对发达国家风险勘查激励政策开展研究,总结了风险勘查资本市场、税收调节、财政补贴、地质资料服务、探矿权准入五个方面的经验做法,并结合我国实际情况进行适应性分析,认为矿业资本市场是发达国家分担矿产勘查风险的主要渠道,短期内我国矿业资本市场尚未发育完全,加大国家财政支持必要的风险勘查,分担企业找矿风险,鼓励、支持和引导社会资本投入十分必要。
China’s economic development needs a stable and sustainable supply of mineral resources .At present ,China′s mineral resources prospecting market situation is not optimistic ,to realize the goal of prospecting breakthrough strategy of second stage and third stage action facing new challenges .This paper summarize the experiences of developed country risk exploration incentive policies from five aspects such as exploration risk capital market ,tax regulation ,fiscal subsidies ,geologic data service ,prospecting right access and make adaptability analysis combined with China’ s actual situation ,consider that the mining capital market is the main channel of developed countries to share the risks of mineral exploration ,the short term mining capital market in China has not yet fully developed ,its necessary to increase the state’s financial to support risk exploration ,share enterprises prospecting risk ,incent and guide social capital investment .
