摘要
21世纪中国国家发展的重要特征是由制造型大国向创新型大国转变。国家发展目标的转变必然要求教育发展和教育培养人的目标实现重大变革。基础教育教学目标由基础知识、基本技能"双基"目标向基础知识、基本能力"双基"目标转变,由基础知识、基本技能"双基"目标向基础知识、基本能力和基本品行"三基"或"三维"目标变革,是国家发展重心由制造型向创新型转变的要求,是形成素质结构合理、与时俱进的全面发展人的要求,对高等教育、职业教育发展也有重大影响,必须实现教育教学内容、方式和评价标准、方式的重大转变和变革。
The important feature of China ’s national development is from a manufacturing power to a inatiative power in the 21st century. The change of national development goals inevitably repuires the reform of education development and those of cultivating people. The target of transformation from“double-basics”( basic knowledge, basic skill)to“three basics”( basic knowledge ,basic ability and basic characteror)or“three-dimensional”is not only the national development focus from manufacturing to the creative repuirement,but also is the forming puality of reasonable structure,advancing with the time repuirement of the all-round development of people;this will significantly influence the development of higher education and vocational education ,and we must implement the great changes and transformation of the content, method, evaluation standard and ways of education and teaching.
