"一带一路"战略面临三大挑战。亚太再平衡战略的实质不是遏制,而是体现两面下注战略中防范的一面;周边国家的疑虑,中国应尽可能予以消减;中国应注意到:"一带一路"战略对于转移过剩产能的效果很有限,外汇储备用于投资的安全性与收益很.难保障。有必要把沿线国分为四类进行处理,重点放在潜在的周边支点国家;对于一般中小国家只能进行选择性合作;对于主权争端国,需要以建设性的态度处理争端;对于周边大国应该制定专门的外交政策,首先从经济与文化领域着手,建立"亚洲五国经济论坛",成立"亚洲文明对话"机制。
China' s Belt and Road Strategy face three challenges.The Asia-Pacific rebalancing strategy fundamentally is not focused on containment,but rather reflects the defensive side of a hedging strategy.China should try hard to reduce distrust from neighboring countries.It should also be aware that the Belt and Road Strategy will only play a limited role in transferring its overcapacity overseas and it is hard for China to ensure the safety and profit margins of its investment using foreign exchange reserves.It is necessary for China to divide countries related to the initiatives into four categories.Those 'pivot countries' in surrounding areas deserve special attention while selective cooperation should be China' s policy stance towards ordinary small and medium countries.China should have a constructive stance towards countries with which it has territorial disputes.Meanwhile,China must devise special foreign policies towards those largest powers in surrounding sub-regions.It can start to tackle the issue from the economic and cultural fields through,for example,initiating the G5 Asia Economic Forum and the Asian Civilization Dialogue.
