中国香港：成为“一带一路”版图中的持续亮点

"一带一路"战略不仅是一个构想,更是实际有效的发展规划,未来对中国将产生深远影响。它至少从外交、经济和人文三个层次完整界定了中国内外联动、远近兼顾的全方位对外开放新格局,为解决各方面矛盾以维护国家今后的平稳、健康、长远发展,提供了有效的突破口和着力点。但"一带一路"战略的实施客观上面对着内外双重考验。香港地区若要不错失这一新的历史机遇,有必要主动适应、扬长避短,放眼于"一带一路"沿线各国和地区的巨大市场,利用香港在法律制度、市场规则、专业人才、金融服务以及语言文化等方面与国际接轨的优势,借助与内地特有的紧密联系,顺应"一带一路"战略合作、开拓、创新的主题,在追求自身持续稳定发展的同时,继续为内地的改革和开放发挥应有的作用。

The Belt and Road Initiatives are not simply a concept;they are a practical albeit ambitious development plan that will have a profound bearing on China' s future.The initiatives have re-defined China' s new and all-round opening up policy stance from the perspectives of diplomacy,economy and culture.Firmly rooted in the building of domestic and international linkages,the new policy stance attaches importance to China' s relations with both distant countries and those nearby.The initiatives will provide an effective platform for China to build solutions to the needs of economic growth,stability and harmony.As China sets out to implement the Belt and Road initiatives,there will be challenges both within and outside the country.If it does not wish to miss this historic opportunity,Hong Kong must actively adapt to the new environment and leverage on its competitive edges to explore the opportunities in the vast markets covered in the Belt and Road Initiatives.Making full use of its strengths-transparent legal system,internationally recognized regulatory standards,open markets,world-class financial market infrastructure,high—calibre professionals and language skills,and its close linkage with the mainland,Hong Kong should cater to the requirements of the Initiatives,provide innovation and seek strategic co-operation with relevant stakeholders.In short,Hong Kong should seize upon this opportunity to continue to support the mainland's reform and opening up,and in that process secure for itself a new and sustainable development opportunity.
