针对政府投资项目变更和签证管理中存在的对投资估算重视不足、工程设计不完善、监理责任不清等问题,提出了加强制度监督、减少工程变更与签证发生等措施,以提高政府财政资金的使用率。

In light of government investment project alteration and visa management problems, such as investment estimation ignorance, imperfect engineering design and ambiguous supervision responsibilities and so on, the paper puts forward some suggestions including strengthening system monitoring, reducing engineering alteration and visa and other measures, with a view to improve government funds usage rate.
