摘要
随着城镇化建设进程的加快,市政基础设施建设规模不断扩大,所需投资不断增加。各级政府为了缓解财政压力和融资难度,逐步采用BT模式进行市政基础设施建设。但BT建设模式的管理难度远大于传统模式,并存在多种不确定因素和风险。此文针对BT项目的特点,分析投资建设方存在的主要风险。通过分析,从加强风险管理的角度,提出预防和控制风险可采取的对策和措施。
Along with the speeding up of urbanization construction, municipal infrastructure construction scale expands unceasingly, and the investment is on the rise. Governments at all levels in order to ease the financial pressure and the financing difficulty, BT mode is adopted to improve the municipal infrastructure construction step by step. But the BT construction model of management has more difficulty than tradi- tional pattern, and there are many uncertainties and risks. Aiming at the characteristics of BT project, the main risk investment project owner is analyzed. Through the analysis, the prevention and control countermeasures and measures of risk can take is put forward from the perspective of strengthening risk management.
