中国特色的海关治理体系的主要内涵与实现路径

On the Essence and Road Map of Customs Governance System with Chinese Characteristics

海关治理体系和治理能力现代化,从属于和服务于国家总体发展,是中国特色社会主义事业的重要组成部分,它既面临着各国海关在治理过程中所面临的普遍性问题,但由于处在中国国情之下,又有自己需要解决的重大命题。本文通过对中国特色社会主义海关体系的分析指出在中国加快双重转型的过程中,构建海关治理体系,需要围绕"政治方向和行政改革"、"垂直治理和横向治理"、"效率安全和公平正义"、"治理域宽和治理纵深"等基本范畴加以展开,并推进海关治理能力现代化。

As an essential part of the socialism with Chinese characteristics, the modernization of the system and capacity of the Customs governance is subordinate and part of the overall national develop- ment. The initiative as a whole is confronted with both those common problems cropping up in the govern- ance of the Customs administrations in various countries and the distinct major issues of its own. Based on the analysis of the Customs governance system with Chinese socialistic characteristics, this article suggests that in the process of accelerating the double transformation of China, the establishment of Customs gov- ernance system should center upon such fields like ＂political orientation and administrative reform＂, ＂vertical and horizontal governance＂, ＂ efficiency, security, impartiality and justice＂, and ＂ extensive and in-depth governance＂, so as to promote the modernization of Customs governance capacity.
