杜绝煤矿现场不安全行为“双四不”原则

Unsafe Behavior Prevention of Coal Mine Site Based on Principle of "Double Four No"

人是最重要的生产要素之一,保障人的生命健康是安全管理的基本要求。研究发现,煤矿众多的安全事故恰恰都是由于生产现场人的不安全行为造成的。生产现场"双四不"原则,即岗位员工按章操作四原则和领导干部按章指挥四原则,正是针对如何杜绝施工现场干部员工的不安全行为提出的安全管理方法。实践证明,该方法对保证领导干部按章指挥,杜绝岗位员工违章操作,避免人身伤害事故的发生具有极强的指导意义。

Human is one of the most important production element,the life and health protection of people is the basic requirement of safety management.The study found that plenty of coal mine safety accidents are caused by unsafe behavior in production site.The ＂double four no＂ principle of production site,namely four principles of staff operation according to the rules and the other four principles of leading cadres command in the light of the rules.The safety management method is proposed to eliminate and put an end to the unsafe behaviors from the construction site of the staff and cadres.The practice has proved that this method has the strong guiding significance to ensure following the rules for leading cadres,to stop illegal operation for staff,and to avoid personal injury accidents.
