水污染协同治理机制研究——以甬江水污染治理为例 被引量:2

摘要 甬江作为流域跨行政区的河流,其污染治理较之于一般河流而言难度更大。宁波对于类似甬江的流域水污染的治理主要还是传统体制下形成的科层制治理机制。这种治理机制存在明显的行政分割和权责利不清、相关制度性安排不完善、治理过程缺乏公众参与机制等缺陷。从科层治理机制向协同治理转变是走出治理困境出路之一。协同治理视角下,水污染治理需要不断完善水污染治理中的政府间协作机制、努力健全企业与政府间的协作机制、积极引导社会公众有序参与水污染治理。打破地方行政分割体制对于流域整体性的破坏,构建起政府、市场、公民和社会团体等多元主体共同参与的协同治污机制,使政府与社会各主体之间形成一种良性互动。 As a river across the administrative regions, the water pollution of Yong river is more difficult to control than other rivers. The Ningbo government adopted hierarchical governance mechanism, formed under the traditional system, to treat water pollution. But this kind of mechanism has such obvious defects as unclear administrative division, fuzzy relationship between power and responsibility, imperfect institutional arrangements, and lack of public participation. Shifting from hierarchical governance mechanism to collaborative governance mechanism is one of the ways to go out of governance dilemma. This paper, from the perspective of collaborative governance, proposes ways of protecting water pollution, including improving intergovernmental cooperation mechanism, perfecting the collaborative mechanism between business and government, promoting public participation in water pollution control. It also points out that breaking administrative division mechanism can help avoid destruction of the whole river basin, build up the collaborative governance mechanism in the participation of government, market, citizens and social organizations, and eventually form a positive interaction between government and society.
