我国水资源管理中的行政分割问题与对策

Administrative Separatist Problems and Countermeasures on China's Water Resource Management

计划经济体制下，行政力量配置水资源都很大程度上被行政分割和地方保护主义扼杀，水资源分级管理成为分散管理；水资源管理政策不当、流域管理机构缺乏权威、地方保护主义、不合理的水价，导致水资源分配、管理的“市场失效”和“政府失效”。本文以黄河为例，分析了行政分割、地方保护主义对水资源配置产生的恶果 ,并提出了相应的对策建议。

No matter what under the planned economy system or system in effect, water resource distribution under administrative force has been greatly strangled by administrative separatist and regional protectionism. Grade water resource management turns into disperse management, the lack of management authority in valley management mechanisms, narrow regional economy protectionism and the irrational water price have led to inefficiencies in market and states. The paper also sets a case study of the Yellow River, analyses the bad effect in water resource distribution and usage because of administrative separatist and regional protectionism.
