To have control of information resources is becoming a crucial factor to win global competition as well as an important indicator to measure a country＇s comprehensive strength and international competitiveness. Under a highly competitive international environment, those who own the scarce information will be able to win the first-mover advantage. The maintenance of scarcity or uniqueness of information resources is the key to im- proving the asymmetry of information in the international competition and developing information service which is part of national strategy. Meanwhile, it is also an effective way to control the information resources. By finding homogeneous elements, the effective control will be achieved in the end. The construction of national control ca- pabilities on information resources should be carried out according to the national information strategy. Building national information resource management and control system should be in accordance with a clear management mechanism which gains grade control so as to continuously improve the development of national control capabilities and information resource using.
