我国应用技术大学建设的主体是普通高校。普通高校的决策者必须明确观念,认识到建设应用技术大学是大势所趋,需要综合把握需求空间、竞争空间、服务空间和潜在优势等基本要素,对应用技术大学进行正确定位。在此基础上,可以采取系统的思想、战略的思维和工程的方法,全面、有序地推进应用技术大学建设。
