Reconfigure of Characters among Stakeholders in Higher Education Governance

高等教育治理是政府、高校和社会之间控制、协调和权力分配的方式。政府中心化模式导致了资源浪费、高等教育发展与社会需求脱节,教育产出同质化严重。利益相关者角色再造意味着政府由教育提供者和操作者转变为教育质量的保证者和监督者;高校坚守学术研究,融入社会发展,成为具有学术属性和社会属性的独立法人;社会积极参与到高校的投资、创立及管理中。政府、高校和社会之间相互依存,和谐共生。

Higher education governance is the pattern of control,coordination and distribution of power among government,higher education institutions and society. Government centralized model has led to resource wastes,the development of higher education out of social demand and serious homogeneous on the education. Reconfigure of characters among stakeholders means that the government will transform from education provider and operator to education quality assurance and supervisor. Through sticking to academic research and integrating into social development,higher education institutions will become independent legal entities with academic nature and social feature.Social will take an active part in the investment,establishment and management of higher education institutions.Government,higher education institutions and society will be one of mutual interdependence.
