摘要
通过构建集群技术创新能力评价指标体系,利用因子分析法对广东省20个地级市三年的技术创新能力进行动态评估并排序。结果发现,中小企业集群的技术创新能力处于动态变化中;政府的扶持是提升中小企业集群技术创新能力的重要因素;全面、科学分析各种因素并采取切实措施,是提升中小企业集群技术创新能力的有效途径。提高中小企业集群的技术创新能力,需要从技术人才的引进和培养、技术创新投入、技术创新平台建设、产学研合作等方面加大力度。
It can help government administration to grasp the status of cluster innovation capability, improve cluster innovation policy to improve the innovation capacity of the cluster, and promote the transformation and upgrading of SME clusters smoothly of assessing the innovation capacity dynamically of SMEs in Guang- dong. It shows that technological innovation capability of SME clusters change dynamically; and the government support is an important factor to enhance the technological innovation capability of SME clusters. The effective way to promote the innovation capability of SME clusters is to make a comprehensive and scientific analysis and take feasible measures. To improve the innovation capability of SME clusters, efforts should be made in terms of the introduction and training of technical personnel, technical input, technology innovation platform, and research cooperation.
