后期扶持对水库移民生计资本的影响

Influence of Late-Stage Support on Reservoir Resettlers' Livelihood Capital

后期扶持政策是国家对大中型水库移民出台的专项政策,目的在于弥补移民为国家水利水电工程建设做出的牺牲,并提高他们的生产生活水平。文章依据在温州地区进行的实地调查,采用定量的方式探讨了后期扶持水库移民生计资本的影响。研究发现,后期扶持对移民的生计资本产生显著影响,移民的物质资本、人力资本和金融资本增加显著,社会资本也得到积累,而自然资本并不显著。生计资本是移民可持续发展的重要条件,对发展机会的识别与把握具有重要影响,因此,在今后的大中型水库移民后期政策中应当采取措施重点培育水库移民的人力资本、金融资本和社会资本。

Late-stage support policies are promulgated by the state for the medium-sized reservoir resettlement support of specific policies. It aimed at resettlers to make up for the national water conservancy and hydropower project construction to make contributions and to improve their production and living standards. In this paper, based on fieldwork conducted in Wenzhou, with a quantitative manner, we discussed the impact of reservoir resettlement livelihood capital from a later stage to support. The study found that late capital to support the livelihoods of resettlers have a significant impact, resettlers physical capital, human capital and financial capital increase significantly, and the accumulation of social capital has also increases, but the natural capital increase is not significant. Livelihood capital is important for sustainable development which has an important influence on resettlers＇ identify and grasp the development opportunity. Therefore, in the future post-and medium-sized reservoir resettlement policy should take measures to focus on fostering reservoir resettlement human capital, financial capital and social capital.
