摘要
随着社会的发展,成人高校继续教育的重点将转向非学历教育。典型普通高校、电大和典型成人高校的经验与教训证明,定位策略与机制建设是发展非学历教育最重要的两个方面。非学历教育的定位要与社会需求、环境形势、学校的特质和条件相匹配,要以开展服务政府和社会组织的"对公业务"为重点。在机制建设上要遵从市场规律,将机制的导向、约束和激励作用具体落实在校内机构的设置、分工、政策和任务的确立上,体现学历教育与非学历教育相互帮衬和"捆绑"的优势。同时还要建立倾斜性、持久性的投入机制。
With the development of society,the emphasis of lifelong learning in adult universities will switch to non-degree education. The experiences and lessons from traditional universities,radio and television universities and adult universities have proved that positioning strategies and mechanism constructions are the two most important aspectsin non-degree education. The positioning strategies of non-degree education should match social demands,context and university's characteristics,and focus on the cooperation with government and social organization. Mechanism constructions of non-degree education should comply with the laws of the market. And it should implement the guide,constraints and incentives of mechanism such as making provisions for establishment and the functions and duties,in order to reflect the advantages of the bundle of degree and non-degree education. At the same time,we must establish inclined and sustainable mechanism.
