田湾核电站一期支吊架整改中的采购管理

Procurement Management for Modifi cation of Supports and Hangers in Tianwan Nuclear Power Station Phase Ⅰ

在田湾核电站一期工程即将竣工之际,部分俄罗斯进口支吊架(包括数量较多的核级支吊架)意外出现质量问题,急需采购国内生产的支吊架进行替代。整改用支吊架采购工作成为田湾核电站建设的关键路径之一。在无任何其他核电建设类似经验借鉴的前提下,江苏核电有限公司始终坚持"安全第一,质量第一"的原则,克服整改用支吊架采购的重重困难,科学、合理地组织了紧急状态下的支吊架采购工作,确保支吊架采购工作的质量控制和进度控制,在较短的时间内完成了大量整改用支吊架的采购工作,有力地保障了整个田湾核电站一期工程的建造工期,同时也探索了工程急需状态下的采购管理方法。

After completing construction of TNPS Phase I, some of supports and hangers supplied by Russia including many nuclear safety class supports and hangers were unexpectedly found quality problem. It is necessary to purchase the domestic product as replacement. The works on modification of supports and hangers became one of the key paths of TNPS construction. Under condition of that there isn＇ t any reference in this aspect in nuclear power construction, Jiangsu Nuclear Power Corporation has always adhered to the principle of ＂Safety first and quality first＂ , overcome many difficulties of procurement, carried out the procurement work scientifically and reasonably under the condition of urgent need for the engineering construction, and ensured the quality control and schedule control. A large amount of procurement works for the modified supports and hangers were finished within short period. This firmly assured the construction period of TNPS. At the same time, a method of procurement management under the condition of urgent need for the engineering construction has been explored.
