河南省土地承包经营权流转现状与对策研究

Current Situation of Land Contractual Management Right Transfer in Henan Province and Countermeasures

积极引导农村土地依法、合理、有序流转,是转变农业生产方式,优化资源配置,提高农村劳动生产效率,促进现代化农业发展的必然趋势。梳理农村土地承包经营权流转的现状,发现法律保护存在的问题,提出合理化的对策,有利于土地流转政策的制定,保障农民土地流转的合法权益。

The transfer of land contractual management right in rural area is the only way to change the agricultural production mode,improve agricultural productivity and optimize the allocation of resources. This paper probed the current situation of land contractual management right transfer in Henan province,explored the existing legal problems and proposed reasonable suggestions to guarantee the legitimate rights of farmers.
