摘要
本文主要内容为回顾1949年至2008年间,六十年台湾地区海外侨民教育转型为华文教育之变迁过程,以及台湾地区推广海外侨民教育与华文教育之重要政策与具体工作,并依据其历史发展脉络与施行沿革,分析归纳成四个时期分别论述:1)对外交流优势、独占华教市场时期(1948-1970);2)退出联合国、对外交流孤立时期(1970─1988);3)本土化、数字化时期(1988-2000);4)认同台湾、走向世界时期(2000-2008)。
The purpose of this study was to review the transformation process of overseas Chinese education into Chinese as a second language from 1949,when the central government of the R. O. C. relocated to Taiwan,to 2012,and the major policies and specific works of the R. O. C. government in promoting overseas Chinese education and Chinese as a second language. Based on related historical developments and the adjustment and development processes,five transformation periods were distinguished and described separately in this paper: 1) the period of diplomatic advantage,in which the overseas Chinese education market was monopolized by Taiwan( 1948 – 1970); 2) the period of diplomatic isolation,in which the R. O. C. was excluded from the United Nations( 1970 – 1988); 3) the period of localization and digitization( 1988 – 2000); and 4) the period of state identification in Taiwan,in which the country participated in globalization( 2000 – 2008).
