摘要
《2013中国创新城市评价报告》显示,2013年天津创新总指数为43.70%,排名第6位,超过广州跃升至第一集团。"创新资源"、"创新产业"、"创新产出"是天津的优势所在,但"创新效率"薄弱,"创新投入"结构有待优化。同时,天津整体增速缓慢,相对于杭州和南京的领先优势正在持续缩小。指出在创新驱动发展转型的关键时期,天津各级政府部门应加强协调和互动,从急需关注的各类指标入手,采取有力措施,真正对创新城市建设的各个方面加以重视。
As the Report on Evaluation of China Innovation Cities,2013 indicates,in the year 2013,Tianjin＇s combined innovation index increased to 43.70%,taking the 6thposition among all cities in China and making the city update to the first tier group by exceeding the city of Guangzhou. This paper points out that despite of its advantages in ＂innovative resources＂,＂innovation industries＂ and ＂innovation output＂,Tianjin is still weak in ＂innovation efficiency＂ and its ＂innovation input＂ is to be optimized. Besides,Tianjin＇s overall growing speed is relatively slow and compared with Hangzhou and Nanjing,its leading superiority is weakening. Therefore,it advocates that at the critical transformation period of innovation-driven development,government departments at all levels in Tianjin should strengthen coordination and interactions to substantially promote all aspects of innovation city construction through powerful measures starting from various indexes in urgent need.
