摘要
浙江温州市城市重心东移和大开发大建设的推进,使大量闲置用地改为城市建设用地,出现城市河网调蓄能力逐年降低,排涝系统建设相对滞后,河网布局不合理,河道功能退化等问题,导致区域内行洪排涝压力不断增大.据此认为应及时对排涝格局进行优化与调整,并采取低地调整、打卡口、开挖大河、新增平原湖泊和低地绿化建设、增加外排等工程措施.
The downtown of Wenzhou moves eastward in urban construction,which changes a large number of idle land into construction land,resulting in capacity reducing of urban river network year by year. The lagged drainage system,the unreasonable river network layout and the degradation of channel function make regional flood control and flood drainage increasingly difficult. Therefore,the construction of east drainage system is imminent. Some practical countermeasures are put forward in this paper in order to optimize drainage situation in Wenrui Plains by lowland afforestation,new river and lake digging and other water conservancy measures.
