我国安全形势与反恐情报战略构建——基于国际恐怖主义的视角

Security Situation and National Counter-terrorism Intelligence Strategy under the Background of International Terrorism in China

近来,在国际恐怖主义活动的影响下,我国境内发生恐怖袭击事件呈增多之势。我国国家安全面临主要来自地理空间上的中西亚恐怖活动、虚拟世界的宗教极端思想和大国博弈下的国际反恐合作等三个方向的严峻挑战。我国反恐情报不力是当前反恐工作的瓶颈,为解决这一问题,政府有必要创建国家反恐情报战略。在"整体政府"理论的基础上,借鉴美国反恐情报战略的实践,采用定性研究法,提出了国家反恐情报战略的创建原则及内容模式,并从战略构建的体制、机制和技术三个角度分别阐述了组建国家情报中心、完善跨部门情报协同机制和关键技术保障等路径选择。

Recently,with the influence of international terrorism,there were more and more terrorist attacks happened and being happening in China. The severe challenges to our national security mainly come from three directions： terrorist activities from the Western Asia in the geographical space,extreme mental penetration in the virtual world,and the international counter-terrorist cooperation related to big-power politics. Intelligence is the key for counter-terrorism,in order to solve this bottleneck problem,it is urgent for our government to create a national counter-terrorism intelligence strategy. Based on the ＂ Whole Government Theory ＂ and the practice of America＇s national intelligence strategy,the qualitative analysis methods,the principle,content and mode for creating national counter-terrorism intelligence strategy are proposed,and a further study on it from three angles of organization system,mechanism and technology for establishing the National Center of Counterterrorism Intelligence,improving trans-departmental intelligence coordination mechanism,and providing technical support for trans-departmental coordination is carried out.
