梨园水电站移民安置生产生活水平恢复分析评估

Analysis and Evaluation on Resettlement Production and Living Recovery of Liyuan Hydropower Station

为了搞好水库移民安置工作,目前国内大型水库的移民安置工作都开展了独立评估工作,独立评估工作包括生产生活恢复评估、移民权益保障评估、基础设施和专业项目功能恢复评估、移民安置实施组织保障评估等多方面内容。梨园水电站建设单位通过抽样调查成果,采用对比分析的方法对梨园水电站移民搬迁生产生活恢复情况进行了分析评估,通过客观评价梨园水电站移民搬迁安置后生产生活恢复情况,及时发现移民实施工作中的薄弱环节和出现的问题,为移民的组织实施单位提供决策依据,为国家制定更加完善的移民政策提供参考。

In order to improve reservoir resettlement work, the resettlements of large reservoirs in China are all evaluated by an independent body at present which includes production and living recovery evaluation, resettlement right protection evaluation, function recovery evaluation of infrastructure and professional projects, and resettlement implementation organization security evaluation. Based on sampling results, the comparison method is used to analyze and evaluate the production and living recovery of resettlement in Liyuan Hydropower Station. Based on the evaluation results, the weak links and problems in resettlement implementation of Liyuan Hydropower Station are found out to provide decision-making basis for improving resettlement and references for developing a more comprehensive resettlement policy by government.
