农业巨灾风险保障体系构建的研究述评

The Government and the Market: the Review of the Research on the Agricultural Insurance System Construction

近年来,巨灾风险频繁发生,我国农业经济遭遇严重挑战,加快农业巨灾保障体系构建已经迫在眉睫。然而作为一个庞大并且复杂的系统性工程,农业本身的弱质性与特殊性,使得农业巨灾保险保障体系的构建显得尤为复杂。本文基于保险经济学、新制度经济学、数理统计学、福利经济学、不确定性决策理论、市场增进理论等,从微观到宏观,国外到国内两个层面,对农业巨灾风险的市场机制及政府行为的相关国内外文献,进行了归纳和梳理,并结合我国国情,提出了农业巨灾保险保障体系构建过程中政府和市场各自应实现的目标,以及未来需要重点关注的研究方向。

The frequent catastrophes in recent years have severely hassled the agricultural industry in China. As a result, building a sound catastrophe insurance system is imminent. But to build a catastrophe insurance system is a huge and complex systematic project, and due to agriculture＇ s inferiority and particularity, building such a system for agricultural risks is even more complex. This article is based on insurance economics, mathematical statistics, welfare economics, insurance uncertainties decision theory and the market enhancing theory. It reviewed and summa- rized existing relevant literature on the market mechanisms and government actions towards agricultural catastrophe risks at micro and macro levels within and without China. Then with consideration to China＇ s specific situations, it put forward the government and market＇ s goals which should be achieved in the process of building the agricultural catastrophe insurance system and the focus of research in the future.
