关于完善江苏中关村科技创新体系的对策建议

Suggestions on Improving the Technology Innovation System of Jiangsu Zhongguancun Science and Technology Industrial Park

江苏中关村科技产业园是常州市政府与中关村开展体制创新与区域合作设立的北京市外第一个科技产业园区。文章分析了产业园现有的科技基础和存在的不足,提出了提升科技创新水平的思路和构建科技创新体系的措施,建议在明确发展定位、培育新兴产业、集聚创新资源的基础上建立产业创新、技术创新、科技服务三大体系,强化对创新链、产业链的服务和衔接,促进创新主体之间的网络化联系程度以提升产业园发展水平,从而为产业园实现创新驱动发展提供参考。

Jiangsu Zhongguancun Science and Technology Industrial Park was established the first Innovation and Technology Industrial Park outside Beijing for innovation and regional cooperation system by Jiangsu Changzhou municipal government and Beijing Zhongguancun committee. This paper analyzed the shortcomings of existing infrastructure of Jiangsu Zhongguancun Science and Technology Industrial Park, and proposed the way to enhance the level of scientific and technological innovation and measures to build technological innovation system. It suggested the establishment of three systems including industrial innovation, technological innovation, technology services on the basis of a clear development orientation, cultivate new industries, gathering resources on innovation.The purpose was to strengthen the innovation chain, industrial chain services and convergence, in order to promote networking connection between the degree of innovation, and then enhance the development level of the main industrial park, and achieve innovation-driven development of the industrial park.
